As Preconstruction Manager at Nviro, you will lead estimating, planning, and project development efforts for design-build and infrastructure projects. This role is pivotal in setting projects up for success—from early-stage coordination and cost analysis through subcontractor buyout and client engagement.

Responsibilities

Preconstruction Leadership

  • Lead and manage preconstruction efforts for water and wastewater systems
  • Collaborate with project executives, estimators, engineers, and operations staff to define project goals, scope, and risk profile
  • Develop and maintain project schedules, estimates, bid packages, and risk assessments
  • Manage project buy-out, including subcontractor vetting, scope alignment, and execution of contracts and POs
  • Coordinate internal and external project teams, ensuring consistent communication and accountability

Client & Stakeholder Engagement

  • Build and maintain strong working relationships with consultants, owners, engineers, and subcontractors
  • Represent Nviro in owner meetings, budget reviews, and preconstruction progress updates
  • Provide consistent updates on schedule, cost forecasts, scope changes, and risk items
  • Liaise with permitting authorities and support submittal processes to meet regulatory requirements

Project Development & Execution Support

  • Review and validate project plans, drawings, and specifications for completeness and constructability
  • Conduct site visits to evaluate existing conditions and inform design assumptions and logistics planning
  • Collaborate with the field team to develop logistics plans, phasing strategies, and construction methods
  • Provide input to the project schedule and CPM updates based on real-world constraints and sequencing

Financial & Risk Management

  • Develop and manage preconstruction budgets and cost tracking systems
  • Lead the development of take-offs, estimates, and pricing strategies for complex, multidisciplinary projects
  • Track and approve progress billings, invoices, and subcontractor payments during preconstruction phase
  • Analyze and negotiate change orders, contract clarifications, and claims during preconstruction and early execution
  • Monitor project profitability forecasts and financial performance through to contract execution

Team Leadership & Organizational Development

  • Supervise and mentor project engineers, assistants, and preconstruction staff
  • Participate in team hiring, training, coaching, and professional development
  • Coordinate with field teams to transition projects from preconstruction to execution smoothly
  • Champion Nviro’s culture of safety, quality, and client-focused service throughout all project phases

Qualifications

  • Bachelor’s degree in Construction Management, Civil/Mechanical Engineering, or a related technical field
  • 8+ years of experience in construction project management, including preconstruction leadership
  • Experience with water/wastewater, industrial, or public works projects valued at $10M+
  • Proven ability to manage schedules, budgets, subcontractor negotiations, and regulatory coordination
  • Knowledge of environmental permitting, safety practices, and construction methodologies for treatment facilities
  • Strong understanding of contracts, procurement, and risk mitigation strategies
  • Skilled in construction software tools (Microsoft Office Suite, Bluebeam, AutoCAD, scheduling software such as MS Project or Primavera)
  • Excellent communication, documentation, and stakeholder engagement skills
  • Results-driven, ethical, and able to lead cross-functional teams with confidence and accountability
  • Willingness to travel to job sites and collaborate in a dynamic, field-integrated environment
